Make blogname and tagline editable for everyone. Not only the administrator anymore.

## 安装

 1. Upload the directory `simple-general-settings` to the `/wp-content/plugins/` directory
 2. Activate the plugin through the ‘Plugins’ menu in WordPress
 3. Edit the options under Setttings
