 * Tested up to WordPress 7.0 and added a Requires PHP header.
 * Gracefully handle API/network failures so the admin dashboard never errors when
   the advice service is unavailable.
 * Cache advice for one hour instead of calling the external API on every admin 
   page load.
 * Use the plugin version (not the active theme version) for stylesheet cache-busting.
